Driven by a desire to fancy NYC ’s grievances on a city - panoptic scale , media creative person Dietmar Offenhuber — an alumnus of MIT ’s thoroughly awesomeMedia science laboratory — combed through public record in search of 311 call ( i.e. non - emergency overhaul requests ) made for noise , graffiti , and litter between 2010 and 2012 . He then overlaid the solvent atop a block - by block , interactive map of the city ’s five borough , color - coding as he move accord to the nature of each complaint .
